"Never Doubt That a Small Group of Thoughtful Committed Citizens Can Change the World" -- Margaret Mead Introduction: The Harding Alliance Against Substance Abuse was established as part of a network of municipal alliances in New Jersey whose grassroots efforts are coordinated by the Governor’s Council on Alcohol and Drug Abuse. More information about the Governor’s Council can be found here: www.state.nj.us/treasury/gcada/alliance.html#principles Harding Alliance is grant funded. The County provides 75% of the funding, and the municipal government provides the remainder. There is an additional requirement for in-kind services, of 75% of the total funding. In-Kind services are donated volunteer hours, professional services, facilities, website hosting, transportation, photocopying, etc. The total budget for 2007 is $11,328, plus in-kind services.
